This is Paul "Moose" Curtis' Reverse Graffitti Project.
An artist of the UK, he started cleaning back home and spread elsewhere in the world.
Appearantly he's even been arrested for what was reasonably thought of as vandalism, but has never been charged with any crime in the end.
Check out Wend Magazine's latest blog , it covers the use of some filthy walls in San Fransisco as the canvas.
